Why does the Salvation Army in Hell's Kitchen throw away so much?

I walked by the Salvation Army in Hell's Kitchen and noticed a dumpster full of what looked like usable items (see photo). Does anyone know why so much ends up being thrown away? Is it damaged, unsellable, or are there donation rules that require it? I'm genuinely curious if anyone who has worked there or knows their process can explain.
